Jeffrey was born into a country western family in Tucson, Arizona, that included legendary actor and singer Rex Allen. After attending Grand Canyon College on a music scholarship he joined the band RHEMA which eventually would sign with Curb/MCA. Once the band recorded their debut album he began getting calls to play on national commercials produced by Frank Zappa keyboardist, Allen Zavod and had the dubious honor of playing the "ALIENS" in one the movie "Voyage of the Rock Aliens".

Jeffrey started Nomad Productions in 1990 and the production team would go on to work with Phillip Bailey, Richard Marx and International Star Search winner Banig. Jeffrey would also write and produce songs for legendary R&B artists The Whispers and Stephanie Mills as well as working directly with music publishing company Famous Music.

Jeffrey began working with legendary record maverick Nik Venet and Evening Star in 1996. After Nik Venet's death, Jeffrey was elected the new President of Evening Star before leaving to accept another job as President of Hautlab Records in New York, NY. He made the pre-Grammy ballot as Producer of the Year in 1998 and again in 2005 for his work as producer on Jannel Rap's Sea of Red and Kaleidoscope albums.

In early 2009 Jeffrey formed the Chimera Production Group with ex-Lonesome Romeos frontman, Robert Parlee, One of the songs written by the team" Must Have Been the Water" has been on hold by several major country artists including Keith Urban, Gary Moore and Blake Shelton. The team also wrote the song "Waiting On Lonely" which was a top 10 country hit for Australian Country artist, Ronnie Rae Rivers. Their song "What About Love" was featured in the movie "Costa Rican Summer".

    • ‘Clementine’ performing at Jesse James Days

      This year, Clementine is traveling all 19 days around the United States and is web casting each possible event, as well as filming the reality of travel, meeting the press, radio interviews, profiling the missing, meeting the missing, and meeting the families of the missing, said Rap. “Our band actually got together because of the Squeaky Wheel Tour,” she said. “We were all artists working on separate projects. Since Gina brought us together through the Squeaky Wheel Tour, it is only fitting that we continue marching on with the same mission that inspired us from the beginning.” Rap plays guitar and is a vocalist.     • The International Squeaky Wheel Tour 2007 features local missing people with country artists

      Clementine makes a stop in Madison, Indiana at the Electric Lady on November 2 honoring Gina Bos, who disappeared from Lincoln, NE seven years earlier. The last official day of the tour will be held in Dallas, TX on Gina’s birthday-November 4th. The 19-day tour is the creation of her sister, Clementine member-Jannel Rap. GINA is producing a reality series entitled “FINDING GINA”. This 22 week series will follow the band “CLEMENTINE” as they headline the Squeaky Wheel tour and show their work with the families of the missing.
